A CALL FOR NOMINATIONS

TO WHOM IT MAY CONCERN, and, particularly, to the electors of the Western Rio Blanco Metropolitan and Park District of Rio Blanco County, Colorado.

NOTICE IS HEREBY GIVEN that an election will be held on the 3rd day of May, 2022, between the hours of 7:00 a.m. and 7:00 p.m.  At that time, 2 directors will be elected to serve 3-year terms.  Eligible electors of the Western Rio Blanco Metro. Recreation and Park District interested in serving on the board of directors may obtain a Self-Nomination and Acceptance form from the District Designated Election Official (DEO):

The office of the DEO is open on the following days:  Monday through Thursday from 8:00 a.m. to 5:00 p.m.

The deadline to submit a Self-Nomination and Acceptance is close of business on Friday, February 25, 2022 at 3:00 p.m. (not less than 67 days before the election).

Affidavit of Intent To Be A Write-In-Candidate forms must be submitted to the office of the designated election official by the close of business on Monday, February 28, 2022 at 3:00 p.m. (the sixty-fourth day before the election).

NOTICE IS FURTHER GIVEN, an application for an absentee ballot shall be filed with the designated election official no later than the close of business on Tuesday preceding the election, April 26, 2022.

The District currently encompasses approximately 1,275 square miles in the western half of Rio Blanco County, CO; serving the Town of Rangely and the surrounding rural areas.  The District is governed by an elected Board of Directors.  The Board's meetings are the second Monday of the month at 7:00 p.m. in the Recreation Center multi-purpose room.  The agenda is posted at the front entrance of the Recreation Center.  The public is welcome.

     

 

May 2022 Mill Levy Information

Western Rio Blanco Metropolitan Recreation and Park District has not gone for a mill levy increase for operating expenses since 1996.  We have tried to prolong asking the public for additional tax revenue to operate the Recreation and Park District as long as we could but the tax revenues have dropped over the last 10 years.  We have used or reserves to the point where we will have to make drastic cuts and closures to be able to operate with the tax revenue and fees we currently receive. 

Our current mill levy of 4 mills is $994,520 less than it was 10 years ago.  It has been dropping all but one year to get to this point.  We have use our reserves each year to make up the difference.

We have had to use or reserves to operate.  We will be out of reserves in two to three years.  We do get money form fees but because our fees are so low, it is minimal addition revenue.  Our operating expenses (wages, supplies, repairs, maintenance, and utilities) have gone up in the last 10 years and or revenue has gone down.

We made cuts by not replacing 4 full time people when they left.  We start our employees at minimum wage, but even that has gone up.  Health care cost have also continued to rise.

By increasing our mill levy form 4 mills to 8 mills we can continue to operate and maintain our facilities.  We will continue to operate and maintain our facilities.  We will continue to watch our spending to keep the Rec District operating.

We have tried to keep our fees as low as we can. 

We have had one rate increase since we opened in 1980.

The Rec District provides a lot of free events for the residents of Rangely such as Firework, Inflatables in the park (3 to 4 times per year). inflatables for school field days, Springfest for middle school students, Christmasfest, cook offs, Christmas parade, pie contest, free swim days, Pool Easter Egg Hunt, Halloween activities, free pool time for Swim Team to practice, free pool time for school PE classes, discounted admission for CNCC students, Rec Ctr parties for CNCC students, discounts for admissions for numerous company employees, free wifi.
